What is vacant?
Some never built on
Some once had housing that was never rebuilt on after destruction or demolition
We found that there were several more types of vacant.

In use
Adjoining property owners have acquired access to the "vacant lot."
Purchased or "adverse possession." Is the person who has the title the one who is using the property?
If adverse possession, would they like a clear title?
Some of the uses of these vacant lots are garages, driveways, yard space or a garden.

Utilities available

Not useable for construction of habitable dwellings
Size is too small for building
Configuration
Access, is it easy to get to?
Condition, cave-in, brush or trees
No utilities are available or too costly to acquire
